Ma se l'Obamacare alla fine si rivelasse forse la legge più favorevole alla destra e al suo elettorato di quanto non possa sembrare? Non solo: e se l'Affordable Care Act (insomma l'Obamacare)non fosse altro che una proposta repubblicana resa un po' più accettabile anche al popolo democratico, se non altro che il frutto perverso di un poco onorevole compromesso per riuscire a promulgarla? E forse è anche per questo che la presidenza repubblicana con un Congresso nelle sue mani non riesce ad abrogarla.
A rivelare la faccia nascosta, ma neppure tanto, dell'Aca è uno studio di Politico che dimostra come gli ospedali - per non parlare delle compagnie assicuratrici - si sono arricchiti con i 20 milioni di malati in più "guadagnati" grazie alla riforma liberal. Ma quel che è peggio è il dato secondo cui molti ospedali hanno aumentato i loro guadagni tagliando gli esborsi per il sostegno ai meno abbienti e ai poveri. In sostanza incassando di più, grazie a generosi sgravi e prebende locali varie, hanno ridotto in misura addirittura maggiore gli stanziamenti "charity".

"The result, POLITICO’s investigation shows, is that the nation’s top seven hospitals as ranked by U.S. News & World Report collected more than $33.9 billion in total operating revenue in 2015, the last year for which data was available, up from $29.4 billion in 2013, before the ACA took full effect, according to their own financial statements and state reports. But their spending on direct charity care — the free treatment for low-income patients — dwindled from $414 million in 2013 to $272 million in 2015.
To put that another way: The top seven hospitals’ combined revenue went up by $4.5 billion per year after the ACA’s coverage expansions kicked in, a 15 percent jump in two years. Meanwhile, their charity care — already less than 2 percent of revenue — fell by almost $150 million per year, a 35 percent plunge over the same period" . (Tratto da Politico)
E sulle difficoltà di cancellare la riforma obamiana e sulla resistenza di molti repubblicani, forse giova ricordare come l'Aca non sia poi così distante dalle idee del Gop come verrebbe da pensare e come la sinistra mondiale si è convinta, conquistata dal pur onorevole e doveroso ampliamento della base degli assistiti da un sistema sanitario al di là delle sue effettive possibilità.
Come è perché l'Obamacare sia molto repubblicano lo spiega bene qui Jeffrey Frankel, professore alla Harvard University's Kennedy School of Government, già membro dello staff dei consgilieri economici del presidente Bill Clinton. Franker ha diretto tra l'altro il Program in International Finance and Macroeconomics at the US National Bureau of Economic Research.
Perchè l'Obamacare è sopravvissuto
But there is another, deeper reason why the Republicans cannot come up with an alternative to Obamacare: the ACA is based firmly on their own ideas. For example, the individual mandate that they now decry was originally developed by conservative think tanks seeking to devise a workable system of national health insurance with the smallest possible role for the government. It was the centerpiece of Massachusetts’ health-care reform signed by Mitt Romney in 2006, when he was the state’s governor.
The individual mandate is essential to barring insurance companies from discriminating against those with pre-existing conditions – a provision that even Obamacare’s opponents want to keep. It is not financially feasible for private insurance companies to insure people who are already sick or at high risk, if those who are still healthy are not also in the pool.(Jeffrey Frankel, Project Syndicate)
